The Joint Intelligence Committee was a committee chaired and membered by senior members of government and the intelligence community. The JIC was responsible for directing the national intelligence organisations of the UNSC on behalf of the UEG National Security Council, and providing advice to the Cabinet related to security, defence and foreign affairs. It oversaw the setting of priorities for the three intelligence and security agencies (Office of Communications, Office of Security and Office of Intelligence), as well as the Office of Defence Intelligence. A primary part of this role was to receive reports from these intelligence organisation, querying, reviewing and assessing these before passing them on to the National Security Council. The JIC also set the annual budget for all of the intelligence organisations, with the exception of the Office of Defence Intelligence, whose budget was included under that of the Ministry of Defence.

The Committee was chaired by a permanent chairman who is supported by an assessment staff. The assessment staff was made up of experienced senior analysts drawn from across government and the military, and conducted all-source analysis on subjects of interest to the committee. JIC papers written by the staff drew input from across the intelligence and security agencies and other related bodies before submitting them to the NSC.

Membership comprised the heads of the four agencies; Director of the Office of Communications, Chief of the Office of Security, Director General of the Office of Intelligence and the Chief of Defence Intelligence. Also in attendance were the Deputy Chief of Defence Intelligence Staff, the Chief of the Assessment Staff, representatives of the Ministry of Defence, Foreign and Colony Office]] and other departments, and the President's adviser on foreign affairs.
