A Kaaranese Sangheili, Tulo Kotarq has had to fight through layers of Sanghelios prejudice, military bureaucracy, and utter inefficiency on the part of the Covenant military to gain the position he held, that of a Field Master in the Covenant Army. This bias has not been against his ethnicity - Kaaranese formed as much as 15% of the Sangheili military, and 21% after the Great Schism. The prejudice he has faced has been largely from established military hardliners unwilling to accept the radical changes he has proposed to modernise the military structure, remove incompetence, and otherwise make the Sangheili a force to be reckoned with in the post-war years. Rising to fame for his use of small, Zealot-class teams against small human outposts and larger Heretic installations, he took part in the ill-fated Minorca campaign. Fearing he would become buried by bureaucrats, Tulo instead found himself reassigned to the Bringer of Holy Light, captained by an old friend, and a participant of the events it would go through. After the Schism, Tulo would take a lead role in the Sangheili's War of Vengeance against the Blood Covenant, become a vehement opponent of using the Brotherhood of Ruskt as an information network, and took part in the signing of the Unmoving Virtue non-aggression pact between the UNSC, SAF and New Covenant. While many urged him to retire from the spotlight with an impeccable record, Tulo would continue to serve in the SAF Army during the Second Great War, and during the subsequent UNSC-USE Cold War urged the Sanghelios High Council to ally with the humans rather than the Unggoy, though a neutral position would eventually be adopted as the Sangheili rebuilt their shattered empire. This time of recovery would prove critical in the war against the Sovereigns, where he finally met his end.
