Shinar was a Human colony and formerly part of the Outer Colonies. Abandoned early on in the Human-Covenant War, Shinar was quickly reoccupied following the war's end in late 2552. Despite the hardships of living outside of the UNSC's sphere of influence, the citizens of Shinar persevered in an attempt to reclaim their world from the over two decades worth of disuse and neglect. Unfortunately, Shinar's proximity to Jiralhanae space meant it was a constant target of Brute pirate raids, and the colony's militia was always on the brink of exhaustion. This led the leadership of Shinar to frequently contract Private Military Corporations to boost their defense capabilities. Due to the colony's poor status, they offered the PMCs free reign in the system and territory outside of the government's control.
