<Agent_Texas> He's digging up any information he can on us so that ONI can catch up on their project. And he might even be looking to the director's AIs; I don't know.
<Agent_Texas> So, we could tell them their cover's been blown and propose an exchange, but you know how the UNSC deals with things.

* Agent_Carolina is unusually quiet, staring at the Kasserine Pass with arms crossed.
<CMDR_Serin_Osman> There are no escorts accompanying it, and we can be certain that the ship is isolated.
<Agent_Wyoming> What's our entrance strategem?
<CMDR_Serin_Osman> There are eight single-occupant pods on board this shuttle.
<Agent_Wyoming> Ah, there's what I was looking for. Hot drop, eh?
<CMDR_Serin_Osman> They work similarly to Single Occupant Exoatmospheric Insertion Vehicles, used by Orbital Drop Shock Troopers.
<CMDR_Serin_Osman> But with two key differences.
<CMDR_Serin_Osman> One, they are designed for off-planet insertions rather than landings.
<CMDR_Serin_Osman> And two, they use miniscule stealth engines that will not be detected.
<CMDR_Serin_Osman> These engines remain dormant in the pod until activated, and then they have a lifespan of ten minutes before losing power. Single use only.
* Agent_Washington steps up and indicates the holographic image of the Kasserine Pass.
<Agent_Washington> In that case, we might want to change our approach vector if we don't all want to die before we even reach the ship.

* CMDR_Serin_Osman raises an eyebrow.
<Agent_Washington> The point defense systems are laid out on both sides of the ship, to maximize coverage.
<Agent_Washington> You seem to think they're all clustered at the top of the ship.
<CMDR_Serin_Osman> Those are the ones that are most likely to detect your approach, Agent Washington.

* Agent_York folds his arms, still listening. He thinks it's best he doesn't open his trap for once.

<Agent_Washington> But since sabotage was never part of my mission, and since the ship's crew runs routine maintanence checks...
<Agent_Washington> Well, let's just say you shouldn't count on them being offline.

<CMDR_Serin_Osman> We've been monitoring Makosky for weeks now, and he hasn't had any external resources to replace his damaged components.
<CMDR_Serin_Osman> And according to your report, he doesn't do regular maintenance checks on the secondary weaponry unless it's after a direct engagement.
<Agent_York> I'm confused at how this guy is a General...
* Agent_Washington shrugs.

<Agent_Carolina> It's a hotspot for the Covies. If we lose our grip on the city, they'll come pouring through.

<Agent_Texas|AI> The Covenant hasn't overrun this position yet, but it's a good tactical point to keep them at bay.
<Agent_Washington> So we won't lose it.
<Agent_Texas|AI> It's the first city to be evacuated, but it won't be the last.
<Agent_Texas|AI> It has only a population of five hundred thousand, but it makes an excellent choke point.
<Agent_Carolina> We're looking at heavy oppoisition. The UNSC has defensive assets installed, but we'll have to maintain them ourselves.
<Agent_Texas|AI> There's an underground Forerunner facility located three hundred klicks from the city, which is most likely the Covenant's objective.
<Agent_Texas|AI> But if they can't get past us, they won't get to it.
<Agent_Texas|AI> Assuming the Spartans can hold off the other fronts and whatnot.
<Agent_Carolina> This city is called Palhaza. Learn it by heart. It's going to be your first and foremost concern now.

<Agent_Texas|AI> Spartan Noble Team will be inbound to defend the facility itself as soon as they disable a network of Covenant cloaking arrays on the far side of the continent.
<Agent_Texas|AI> Once the worst of the fighting is over, they'll help us set up a trap to lure in three Covenant cruisers that will try to deploy above the city in roughly eighteen hours.
<Agent_Texas|AI> If all goes well, we should be able to take down all three capital ships.
<Amelia_Dawson> That's quite a tall order.
<Agent_Carolina> It's doable.
<Agent_Carolina> I know humanity's lost a lot of colonies to these alien bastards, but Reach is our last line of defense.
<Agent_Washington> We know where their ships will be?
<Agent_Washington> Love to know how we got that intel.
<Agent_Texas|AI> Their battle network isn't the most secure.
<Agent_Texas|AI> They're on a busy schedule, so a few of ONI's AIs managed to slip through.
<Agent_Texas|AI> Dropships are already prepped. The Army is expecting us, so let's not keep them waiting.
<Agent_Carolina> Let's move out, people.

Created as a shadow of Director Church's memory of his deceased love interest, Allison O'Connell, Agent Texas is in reality the Beta AI, a "by-product" of the Alpha, an AI based off the Director himself. Although initially loyal to the Director before anyone else, even other Freelancers, Tex was horrified to learn what was being done to the Alpha in order to create the AI fragments, and this knowledge caused her to defect from the program and strive to save Alpha. She has convinced the other Freelancers to join her in bringing down the Director, and most of them have chosen to side with her. Although she has given command of the Freelancers to Agent Carolina, Tex often acts as a team leader on missions while Carolina is maintaining command over the Mother of Invention, or when the ship comes under attack while Carolina is in a state of deep sleep due to augmentations. Later in the revolution, Tex has become interested in the idea of reaching metastability, something she believes may be safe as she is not part of the Alpha; however, she has confessed to wanting to "put him back together" with the other AI fragments, which implies that she may want him to attain metastability as well. After the loss of several AI fragments as well as Alpha himself, Tex continues to pursue metastability at the cost of going rogue from the UNSC and distancing herself from the other Freelancers. She overpowered multiple Freelancers on board the Mother of Invention in an attempt to get to Epsilon, before she was defeated by Carolina and taken by ONI for storage.
Tex has a very gruff personality, and before the revolution, was seen as an outsider to the other Freelancers. Her rivalry with Agent Carolina was particularly notable among the hostilities. However, after Agent Washington became hospitalized with the unsuccessful implantation of Epsilon, she became more open and concerned with the welfare of the other agents, and after she turned against the Director, she is shown to be more caring when speaking personally to others, and they in turn have grown to trust her. Tex's self-doubt and frustration become apparent when a plan goes wrong or a situation spirals beyond her control, as she believes she cannot take down the Director alone, and sometimes even seeks reassurance from other agents, most notably Agent Carolina, with whom she has befriended during the start of revolution. However, she is still ruthless to anyone she considers an enemy, as she felt no remorse in ordering the death of Agent California, who betrayed the Freelancers to the Director, or her resolve to hunt down the mercenary Mordred, formerly known as Agent Georgia. Her anger and jealousy becomes more apparent after entering rampancy, having no remorse about injuring and possibly killing other Freelancers to get what she wanted.
Major Victoria O'Connell, born Victoria Corin Church, is the second daughter of Allison O'Connell and Dr. Leonard Church, and unbeknownst to her, the younger sister of Linda O'Connell. In 2536, Victoria's memory was wiped by Dr. Church and she was conscripted into phase 2 of the , but escaped as per his intentions after four years of hard training. In 2549, she joined Dr. Church's new supersoldier program, project FREELANCER. Taking on the name Agent Carolina, Victoria would earn a reputation as one of the best subjects in the project, and become a supersoldier with a skill rivalling that of a SPARTAN-II's. During this time, her relationship with Director Church would become strained as the Freelancers began to question the integrity of their work. In addition, Victoria would develop a tense rivalry with Agent Texas, one of the other "soldiers" in the program. The Freelancers would eventually discover the atrocities committed by the Director and rebel against him, with Victoria and Texas spearheading the pursuit for his capture. Following Dr. Church's arrest and incarceration in 2552, Victoria would serve the UNSC in the last few battles of the Human-Covenant War as a UNSC field officer before going rogue for personal reasons. In the years following the war and the new conflicts that arose, Victoria would act as a benefactor and guerrilla soldier to humanity alongside her fellow former FREELANCERs, taking arms against the enemies of the Interspecies Union on their own terms and keeping distance from the UNSC.
One of the lowest agents on the Freelancer totem pole, Agent Georgia was believed dead after an experiment with one of the program's thruster units sent him adrift in deep space; few of the other agents knew him well enough to care. His half-frozen body was recovered by smugglers and he spent the next few years as a freelance mercenary working on both sides of the law. He encountered Project Freelancer again when he was hired to steal the Director's personal files from the Mother of Invention. His audacious plan failed and he was taken prisoner, but the Director released him for his own purposes. Following the Freelancer mutiny, he attacked the ship twice more: once to assassinate Agent Pennsylvania and once to steal a data unit containing the programming for Epsilon-Tex. His refusal to turn Agent South over to the Director--due to a promise made to North--led to a violent confrontation that landed him in a war with both the Director and the other Freelancers.
Georgia forged an alliance with the rogue A.I. Sigma, but betrayed and destroyed his erstwhile partner while forming a short-lived truce between himself and the other Freelancers. With the Director incarcerated, he continued pursuing mercenary contracts along with his ward, a strange tentacled alien he referred to as "Bob." His involvement with the ODST leader's rebel activities led to Bob's death at the hands of Agent Texas. Abandoning the rebels, Georgia discovered a highly advanced alien construct beneath the ruins of a Freelancer base on Europa; tracked there by Agents Carolina and Wyoming, he urged them to destroy it but grudgingly backed down and allowed them to take an artifact that they believed would help revive Texas. Hunted down by the rebels for this perceived betrayal, he is currently incarcerated aboard the Staff of Charon after being used as a lab rat for experimental, alien-based gene therapy.
Jaded by a life of uncertainty and betrayal, Agent Georgia masks his churning emotions under the cold, cynical mask of Mordred. Cunning and driven, his two greatest assets are his keen mind and a tenacity that allows him to push himself onwards in spite of great physical pain or overwhelming odds. He has proven to be utterly ruthless when it comes to dealing with Freelancers, using all manner of dirty tricks and underhanded tactics to throw them off balance and counteract their advantages over him. Keenly aware of his own moral bankruptcy, Georgia is determined to survive in spite of his own growing doubts about his place in the conflict that rages around him.

John Reginald Harding had made a name for himself as a sniper with the New Richmond Police Department, famed for thwarting a bombing attack by the Insurrectionist Major Jonathan Ulan. His reputation and previous acquaintance with Dr. Leonard Church led him to be asked to join FREELANCER, but initially refused. This changed when the Director abducted his wife, Adeline, and used her to force Reginald into joining, taking on the codename Agent Wyoming. He strove to please the Director, fearing for Adeline, and regularly placed near the top of the leaderboard. With the onset of the revolution, Wyoming went along with Tex and most other Freelancers until an opportunity to get close to the Director came by temporarily accompanying the rogue Agent Georgia. After failing to save his wife, he pledged himself fully to the Freelancers' efforts to bring down the Director.
With his defeat, Wyoming struck up a relationship with Four-Seven-Niner and intended to leave when the rest reintegrated into the UNSC, but was dragged back in by his concern for the friends he'd made in the program. Though he suspects the UNSC will label them criminals complicit in the Director's actions as soon as they aren't needed, Wyoming fights alongside his fellow Freelancers for humanity's survival, while still coming to terms with the death of Adeline and the fate of the pariah Agent Georgia.
Wyoming is most often aloof, seldom getting agitated in spite of the difficulties the Freelancers collectively face, and prefers to lie to himself as much as the others about his own feelings. Though he distrusts the UNSC and wishes to fight the Covenant on his own terms, he has stayed to do what he can for his former teammates and protect them from outside threats from his own past, like Jonathan Ulan.
His assigned AI is Gamma, the Alpha's deceit, and has proved helpful in maintaining the pretense of good humor, although the other Agents' reactions to his knock-knock jokes might disagree.

Born Theodore Hawkins, Agent North Dakota was one of the higher-ranked Freelancers in the program, but cared little for the leaderboards in spite of his considerable skill, mainly keeping himself dedicated to keeping his sister, who had joined the project with him, out of trouble. North stood by Tex and Carolina through the Director's betrayal, reluctantly fighting his sister on two occasions. He has managed to also fight both Maine and California on equal terms, the latter of whom tricked him into killing Agent Pennsylvania. While he follows Tex's orders, North intends to end the conflict with the Director as soon as possible and get help for South, whom he refuses to give up on in spite of her volatile nature an violent clashes.
North has quite a caring personality, one of the main reasons why he was assigned the Theta AI. His laid-back and friendly attitude endears him to many around him, though this is generally used as a façade for his more serious side. North's has become quite strained with recent events, losing his temper on several occasions due to the actions of others, making him rather mistrustful of those outside his team and being reluctant to allow for second chances as he would have before.

Agent Montana is arguably the best stealth Freelancer in the entire program; her ability to move about undetected and neutralize targets silently have ranked her in the top ten of the leaderboard. She prefers to operate alone on missions for the most part, save for when she is teamed up with Agent Texas or Agent Carolina, as she finds they are both able to blend in very well in addition to their formidable combat prowess. Although she isn't very dependent on her AI Omicron, the Alpha's courage, their relationship is something like that of two siblings, and his company has been beneficial to her; before her AI implantation, Montana was noted to be hesitant and even apprehensive during stealth training, and the addition of Omicron has ensured that she is able to carry out her tasks effectively without compromising her sense of caution. Montana is wary of the UNSC but not opposed to joining them if necessary.
Montana isn't very talkative, but she has a sarcastic personality and gets along well with other Freelancers. Although she is sometimes reprimanded by a team leader for seemingly failing to grasp the gravity of a situation, she takes her job very seriously and makes a point not to mess up due to her roles as a stealth operative. She has been noted to be "terrifying" when she is in a bad mood, or when she conducts interrogations, which is also known as one of her fortés. She can be opinionated at times and isn't hesitant to be blunt when she feels strongly about something. She also harbours a crush on Agent North Dakota, although it's a well-kept secret that she hides well and few Freelancers are aware of.

The ambiguous Agent Maine is upon one of the more sadistic freelancers in the program and has shown to be among the strongest of the entire program. Normally classified as dumb muscle, Maine is a mute and rarely speaks. Despite this, Maine has demonstrated himself as an extremely capable soldier and has at few times played a pivotal role in some of the Freelancer's more personal affairs.
Maine is an extremely aggressive soldier and has been popularised among the project because of this. Though most of the time when not in combat, Maine has a loyal but unattentive attitude which has worried some of his allies in some cases. Maine has at times been questioned on his status as a human being due to his lack of emotion.

Agent Michigan, or "Mich" for short, is a Freelancer who has worked with some of the best of the best, at one point helping on a mission to recover Agent Wyoming's wife.
Mich is a friendly, helpful, and tactful person, which makes him a perfect match for the AI Kappa. He has a humorous personality that offsets the seriousness of Agents Texas and Carolina whenever he is on missions with the two of them.

Clyde Dawson was introduced to Project FREELANCER by Victoria O'Connell, otherwise known as Agent Carolina, after meeting at Club Errera. Beforehand, York was nothing but a jobless university graduate in the middle of a depression when O'Connell came to the club. York was by himself with only his lighter after his friends had left him alone. When Victoria came down, a few of the club patrons were fawning over her attractiveness, in which York told them to stand down, unintentionally starting a bar fight, where he and Carolina made their way out of Errera using only their bare fists. Impressed by his hand-to-hand combat, Carolina was intrigued by Clyde's predicament, in which he told her about his life story. Now sympathetic, Carolina gave him the offer to join Project FREELANCER. He is one of the best in the program, all in defiance of his lost eye he received in a training incident. He prefers an M45 Shotgun and dual Magnum pistol as sidearms.
York is an outgoing, sarcastic persona who gets along with many of the other Freelancers in the program. A snarker by nature, he cracks jokes often during missions, but can occasionally show a more serious side. One of his traits is patience, which is instrumental in dealing with Delta, his assigned AI, due to the latter's exhausting and analytical mind. He holds his fellow Freelancers in high regard after the Director betrays the program, becoming more open after Church is imprisoned. As of recently, Clyde's jaded side has emerged again as a result of the death of a few of his fellow Freelancers.

A former Marine NCO, Minnesota was recruited for Project FREELANCER directly out of the military. Minnesota is a solid marksman, dependable under pressure, and an expert in close-quarters combat. Minnesota is married to a civilian woman, and has a young daughter, neither of whom are aware of the existence of Project FREELANCER nor of his involvement in it.
Minnesota serves as a combat engineer, provided the Freelancers with added technical expertise in the field.
Less aggressive than most of the other Freelancers, but extremely impatient. While Minnesota is somewhat unprofessional, he still manages to be very effective. He has a tendency to run the patience of the Other Freelancers thin due to his talkative and relatively juvenile nature.

Agent Florida, also known as Butch Corey Flowers, was classified as one of the most "reliable" Freelancers in the entire project; although reserved and quiet at times, he was trusted to accompany the best Freelancers on several important missions. He is close friends with Agent Wyoming, having known him on a personal level before the project. As one of the few people that knew about the kidnapping of Wyoming's wife Adeline, Florida joined the project alongside him as a promise to help find her. However, Florida was unable to take part in most of the revolution against the director save for the final assault on his facility, having experienced some side effects from the augmentations Agent Texas had arranged for all the Freelancers to take. After the Freelancer program was placed under official UNSC command, Florida was given the rank of Captain and was tasked as Agent Carolina's second-in-command. He was also assigned into the Office of Naval Intelligence alongside Agents Missouri and Washington and sometimes relays orders between ONI and the Freelancers.
Florida is of an easygoing personality, sometimes deceptively so, considering his role as a trusted Freelancer and an executive officer. However, this often translates into a capability to maintain control under pressure or in combat, which was one of the reasons he was promoted over the Freelancers ranking higher than him on the leaderboard. He is rarely harsh with those under him, which was a reason the UNSC had placed him in a position to be able to counterweight Carolina's strict command over the Freelancers. His spotless reputation has allowed the Office of Naval Intelligence to take him into their ranks, and he is able to hide well his true distrust of them.
Florida enjoys playing music as a hobby, and likes listening to the occasional artist from centuries ago. One of his favourite 21st century bands is The Killers, in which his ancestor Brandon Flowers was the lead vocalist. Florida knows how to play the piano, violin, and drums, although his personal favourite is the guitar.

Colorado, real name Hal Kendrick, is a highly intelligent and creative soldier who was recruited to Project Freelancer from sources unknown, but likely for his natural reflexes. A fast-talker and thinker, he has considerable expertise as a scout and moves quickly from place to place, even without the need of a speed unit. He doesn't always prefer to work alone, but ends up doing so because he puts off other freelancers with his rather unique speed of communication. Uses a conjunction of automatic weaponry and sniper rifles. His armor ability augments his reflexes even further.
Hal is quite mindful of himself, and seldom speaks unless he is talked to. He may be incredibly capable, being rank as number eleven, but his diminished self-confidence keeps him out of the top ten. Along with being a fast thinker, he is also a fast talker, which often ends up with him having little punctuation in his sentences, sometimes putting other people off and/or asking him to talk slower. When he is on coffee, he is notorious for "speaking at FTL speeds".

Sonia Hawkins, commonly called Agent South Dakota or "South" by her peers, is the twin sister of Agent North Dakota. Having both joined Project Freelancers at the same time, she stood out as one of the more capable subjects in the program. Unbeknownst to her, she and her brother North were part of a psychological experiment arranged by the Director to see what would happen if one of the twins received many of the program's benefits while the other was left out. This would cause South to grow in resentment towards the Director and even other Freelancers. Which was greater between the two became apparent when the Freelancers started a revolution that forced the Director into hiding; during this time, South opted to betray them, thinking that she would never have anything to gain by siding with them. After North retrieved Epsilon from the director, he used the AI to wipe South's memory at a chance to redeem herself. South inherited the Omicron AI after Agent Montana's apparent death, as Montana's dying wish to help North keep a positive influence over her.
South's usual personality is mildly hostile to anyone in her immediate vicinity, as she usually sees them as adversaries rather than friends. Despite the fact that she is one of the highest ranked Freelancers in the program, she often feels inferior to those around her and dislike them for it. Although she does not wish to kill North after fighting against the Freelancers, she has no qualms about harming or trying to kill the others, particularly Carolina or Texas, both of whom she has harboured long-time feelings of animosity towards. At one point, she confessed that all she wanted was to be her own person, and that it was something she was never able to get until she broke away from North and turned against him. After South's memory was wiped by Epsilon, she returned to the Freelancers' side without much change in personality.

Agent California, or "Cal" for short, was a little-known Freelancer who, after many of the other Freelancers split off from the Director, joined a mercenary named Mordred against them. However, during the last hours of his life, he collected the AI Lambda and switched back to the Freelancers' side, but was killed moments later by a rampaging Agent Maine.
Cal was friendly, with a respect for order; he frowned upon uprisings by nature. He was a tenacious fighter, often testing himself against the likes of Tex and Carolina (and constantly risking death because of it).
Nathaniel Jones, otherwise known as Agent Indiana, is one of the more carefree members of Project Freelancer. Indy, as known by his colleagues, joined the project after successfully stealing an AI storage unit for the black market. Personally, Indiana is pessimistic and usually leaves the majority of the combat to his allies due to his expertise in retrieval missions. Indiana has a habit of not changing his helmet, which usually causes him to constantly adjust it.
Nathaniel has a very sassy attitude and openly expresses it. He has a very pessimistic view of the future and usually works under the motto "better safe than sorry". Indiana has been very cautious and observant of the Director's actions and had previously predicted his betrayal and has become an active member against him.
