The Niex Moral Sovereign was the foremost governing faction of the Niex. Having existed for millions of years with little change in both regulation and authority, most Niex unanimously consider it a flawless system of government. Although establishing rule in all fields, it's true purpose for existence was to ensure the duration of the Niex' belief in the concept of the mantle, and the caretaking of galactic systems for the benefit of the universe.

This Niex' empire would eventually come to spread across thousands upon thousands of galaxies, only spreading the Sovereign.

The Mantle

The Niex, when finding themselves to have the most gifted minds in a galaxy that they visit, will assume the role of the first Keepers of the Mantle. The mantle, being a term used to define the general management of the galaxy for it's overall benefit. As time goes on, however, when a galaxy achieves perfect harmony, the Niex attempt to abandon the galaxy, leaving the mantle in the hands of chosen lesser beings, who would eventually pass such a role onto their heirs.

In the Milky Way Galaxy's case, these "heirs" were the Forerunner. The Niex Moral Sovereign, however, was likely the cause of the Forerunner-Precursor War.
