Mr. Meeseeks, also known as Artificial Intelligence Project Prototype, was a proof-of-concept Insurrectionist smart AI developed as a joint venture between the Gilgamesh Free State and Victorian Independent State as a step on the road to more efficiently creating smart AIs for the Insurrectionist cause, particularly to help crew naval vessels and aid in solving tactical problems that would arise in fighting against the United Nations Space Command.

Mr. Meeseeks was created from the mind of Private Philip Maxiv, a refugee-turned-soldier in the Gilgamesh Free Army who was killed while repulsing a pro-UNSC partisan attack on an outlying power station in the Free State in mid-July of 2553. Meeseeks was created officially on August 2nd. Initially, the Cognitive Impression Modeling appeared to have been successful, and the AI was put to work on advising the Free State's military high command on the tactical problems of repulsing a possible UNSC invasion. In this capacity, he was extremely efficient, and some of his advice, particularly that the military force of the GFS had a low probability of repulsing a UNSC invasion alone, led the Free State to hire Baal Defense Solutions in September.

However, by late October of 2553, Meeseeks' mental state began to show visible signs of deterioration, particularly the melancholy stage of rampancy, expressing a desire to fulfill his purpose in life and go away. Fearing the consequences of Meeseeks progressing to the anger stage, the GFS scientists, now the sole workers on the project with the fall of the Victorian Independent State, deactivated him on November 2nd.
