The MINUTEMAN Program was a United Rebel Front attempt to create supersoldiers to counter the UNSC Navy and Office of Naval Intelligence's supersoldiers. Although the program was being considered as early as 2531, it was only in 2553, with the defection of several scientists from the SPARTAN-IV Program, and the acquisition of augmentation chemicals that the program finally got underway.
As the Insurrectionist government on Venezia was wary of the program's effectiveness, they only initially allotted fifteen commandos for augmentation. In late 2553, the fifteen were augmented, however, only ten survived the procedure.
After several months of recovery, the augmentees were split into two teams of three, and one of four, the three teams were deployed to the Outer Colonies to sow dissent, assassinate, and sabotage. The most prolific of these teams was Captain Jonathan Ulan's Fireteam Musket, which became the most infamous team of Insurrectionists in UNSC controlled space.
In 2555, the seven remaining MINUTEMAN operators were recalled to Venezia, and several days after their return, the UNSC assaulted the planet. Planted in New Tyne, the operators were given orders to sabotage UNSC operations behind their lines. Although they were successful, even eliminating a SPARTAN-III, four more of their number were killed. Although two of the three deserted the United Rebel Front, their bodies were later found several months after the end of the Fall of Venezia, ostensibly killed by the last remaining MINUTEMAN, Captain Ulan, who continued his campaign of terror until the late 2560's.
