Pursuant to Project: OUROBOROS, the information contained herein is considered Priority One, eyes-only. To be read only by vessel captains commanding high-tonnage warships with crews of several thousand or more. Vice Admirals, Rear Admirals, or Fleet Admirals who come into possession of this letter are to utilise best judgement given the information they have. If the situation is deemed salvageable, then all individuals with Admiralty-status are to rendezvous at Universal Rally-Point Victory.
All individuals of ranking lower than Admiral commanding vessels of sufficient tonnage are to follow the lead of any Admiralty-status personnel who enlists them, or failing this, utilise best judgement on how to proceed.
If the situation is deemed irredeemable, if Earth has fallen, if the status of HIGHCOM Facility Bravo Six is unknown, or known to be destroyed, then all vessels, regardless of rank or status of commanding officers, are to proceed at the discretion of their senior ranking officer onboard. This letter has been placed on all vessels of sufficient tonnage, pursuant to Project: OUROBOROS Article 901-A.
Proper protocol in the event of this letter being opened is as follows:
- Assess the situation regarding the status of Earth or her major colonies. This is to be done
either by accessing the colonial communications network, or by awaiting priority comms traffic
from HIGHCOM Facility Bravo Six.
- Ascertain necessity of immediate response actions. If Earth is currently under attack, utilise
all available means to return to Universal Rally-Point Victory for immediate counter-assault and
counter-action. If Earth has been deemed lost, proceed as directed above.
- Utilise best judgement in order to determine best action of the following options:
The following options are in place as officially-sanctioned actions in the event of catastrophic breakdown of governance, command structure, or the deaths of all Joint Chiefs, Command staff, Admiralty staff, or all of the above. If sufficient command cohesion can not be maintained, then Earth will be deemed lost.
Actions to be taken in the event of total collapse are as follows:
1: Immediately fall back to protect surviving colonies in the UEG's sphere of influence (if
applicable).
2: Cut contact with any Covenant forces and proceed under Project: OUROBOROS Directive 901-A. This
protocol involves the usage of the vessel as a colony ship, to depart immediately for the furthest
reaches of space for the purposes of reseeding human civilisation away from potential Covenant
sphere of influence.
3: Launch immediate probing raids into Covenant territory for purposes left to discretion of
commanding officer. Location of suspected species homeworlds contained herein for purposes
of immediate prolonged and total orbital nuclear bombardment.
These options are to be considered last resorts. Proceed with all due rationality, act as calmly as possible given the current circumstances. The future of mankind may depend upon your next course of action, and cooler heads must prevail.
