This document signifies the recognition and establishment of interspecies relations between the Human United Earth Government and the Sangheili Covenant Separatists. Both species are hereby legally protected by Interspecies Union law 28.11b. Both species are granted equality among themselves. Both species are entitled the freedom of speech. Any and all species signing this charter will be offered the same rights and privileges as those stated above and as mentioned in Interspecies Union law 28.11a through 28.11d.
Furthermore, this document sanctions the establishment of an alliance of multiple species; aptly dubbed the Interspecies Union (and henceforth referred to as "IU"). This alliance will be comprised of any and all species who choose to sign this charter. The Interspecies Union will exist to ensure the continued existence of sentient members within the Union.
Furthermore, the Interspecies Union will execute the following missions:
1. Provide aid to other Species in need of assistance; economically, militarily, or humanitarian.
- a. Provide support to an economically unstable government until economy stabilizes, or reformation of government is initiated.
- b. Provide political and military support should widespread rebellion come into effect on species' planet.
- c. Provide military assistance in the even of hostile attack on species interests.
2. Prevent another full-scale war with Covenant Loyalist forces.
- a All species are to maintain a purely-defensive posture in regard to Loyalist forces, unless cleared otherwise by the IU congress. However, if species interests are attacked, then retaliation is acceptable.
3. In the event of war with a hostile species, any IU species military unit is to come to the aid of the IU member being attacked. The IU military units are to come under the control of the highest ranking military officer in the tactical area/sector, while the highest ranking officer of each Species is to be adjutant to the senior officer, and aid in executing military decisions, with consideration to each species' abilities.

All species within the IU are allowed thirty (30) members to be chosen to represent the species during meetings of the Interspecies Union Congress. Each official can be chosen by the respective species' own jurisdiction; however each elected official is only granted a five-year term. The annual congressional session lasts one (1) human month (approximately 30 days), in which representatives of all the member species meet to rectify conflicting issues and propose new amendments in which to aid the IU.
