Ever since its signing and ratification between various states, the Inter-Species Commerce Agreement has been shrouded in controversy. The agreement was signed in September 2553 on the colony of Jacinto, a world ravaged by war on months earlier. The trade agreement saw much criticism during its inception. Protests erupted throughout the colonies, most which were held on Jacinto and Earth. Many humans believed this agreement was treasonous, for allowing trade with a species that wanted to eradicate them less than a year ago. This belief gained a large following and even support within the UEG and UNSC. Some believed this agreement would allow the Covenant to enter human systems unopposed where they would be able to glass colonies and kill millions to continue their genocidal campaign.

By 2558, the ISCA still existed and was a major success. However, tensions still remained between the humans and the former Covenant species. But the introduction of open trade between these species could lead to a more peaceful galaxy. In October 2558, the ISCA was halted entirely after the arrival of the Guardians.
