The Holy Inquisition was a minor Covenant faction from 2553 to 2561; self-described as an investigative agency intent on "purifying" the Covenant, the Holy Inquisition was actually little more than a thinly-disguised power grab by the former Vice Minister of Inquisition and his Jiralhanae compatriot, War Chieftain Ardorum.
