The Glabetovan Security Service was the secret police of the Glabetovan People's Republic during its period of governing the colony of Glabetov and up through the Outer Colonies Crisis. Formed almost immediately upon the creation of the GPR, the Security Service soon developed a fearsome reputation for hunting down UNSC sympathizers, Office of Naval Intelligence agents, and threats, real and perceived, to the Glabetovan government. This reputation led to them becoming the proverbial gold standard for Insurrectionist government secret services, with members of the GSS being heavily involved in training the Gilgamesh Free State's 1st Intelligence Battalion.

Despite the view of the GSS as the standard for enforcers of rebel rule, their actions were oft-brutal. From the GPR's formation in 2536 to its dissolution in 2554, personnel of the security service were responsible for carrying out extrajudicial detainments, killings, and even overseeing the usage of forced labor at Camp Omega. Those few who survived Omega and other camps reported barbaric conditions and actions carried out by their guards and interrogators, especially against those reported to be affiliated with the Office of Naval Intelligence. Their claims were proven by corroborating ONI and GPR records, indicating that no agent captured by the Glabetovan government survived captivity.

After the fall of the Republic, the Security Service continued to operate alongside guerrilla formations, carrying out operations against those who cooperated with the UNSC government at random to ensure a constant state of terror.

Formation[]

The Glabetovan Security Service had its genesis in the commandos that were omnipresent in the militias of the Glabetovan Resistance Organization during the period of guerrilla war against the UEG. One of the roles of these commandos was to enforce rebel control over areas of the colony, working with informants within the general population to hunt down spies and informants, making very public examples of them for the public to see. In one particularly brutal instance, a commando detachment chopped the hands off of a civilian who had used the electronic reporting system set up by the planetary government to report movements of rebel troops. These enforcers became particularly feared among pro-UEG citizens, while conversely they were beloved by pro-independence citizens, as these same troops were often the most combat-experienced ones in a militia, which led to them also being used on long range commando raids against high-value targets. Coupled with the fact that these troops were often the only ones in a militia that were uniformed, they cut an image of the noble uniformed freedom fighter to those who supported planetary independence.

After planetary independence in 2536, a similar argument to that of the Victorian Independent State ensued, specifically over the power that the government should have over the people. For four years, the debate raged on, especially regarding the power of the government to use military force on the planet. Finally, in late 2539, the negotiations came to an end. Planetary defense and the role that would be taken by a standing army would be fulfilled by the militias in their respective provinces, while the government would have control over creating an air force and a force to enforce internal security, forming both the Glabetovan Air Service and the Security Service in early 2540. Stephen Popov, a former and prolific commando leader who had earned sobriquets as 'Iron Shashka' from his subordinates and 'Gulag Popov' from pro-UNSC loyalists, was selected as the commander of the Security Service. Quickly, he set about creating a core cadre for the GSS, putting out an offer for former and present commandos to join the Security Service. Quickly, the numbers swelled, reaching 500 cadre members.

As some of the cadre were sent out to local militias to seek out recruits from their ranks for the Security Service, the remainder stayed with Popov to create the training regimen and organization of the GSS. Although the final syllabus included elements such as interrogation and prisoner guarding to get the new recruits up to a level of competency, the great majority of training focused on honing the combat ability of the troops-to-be. While this focus on combat training was justified through reasoning that any dangerous subversives would be UNSC-trained and could be extremely dangerous, its intended purpose was to turn the Security Service from the original intention of being an internal security force that had been sold to the public, into a pseudo army for the People's Republic. The GSS's uniforms reflected its character as a national organization, with their caps, which would become their hallmark, having a blue-over-red coloration derived from the national flag.

The training of the first intake of recruits began in September of 2540, passing out in January of 2541. Chosen from the militias of the People's Republic for their potential to be molded into effective enforcers for rebel rule and their unshakeable belief in the righteousness of rebel rule, after graduation, they were directed to one of four subdivisions of the Security Service: the Training Center, remaining to help train more recruits, the regular field units of the Internal Troops, the special purpose units of the Dispositional Troops, and finally the Disciplinary Battalion, designated to run the newly-created Camp Omega, a central labor camp designed to supersede the prison enclosures that had been built by militias to intern pro-UNSC citizens. This dispensation helped the GSS to grow rapidly as more and more recruits could be trained with every graduating class as those who did not remain in the Training Center flowed into operational units.

Operations[]

Almost as soon as the GSS was declared ready for operations in mid-2542, it was faced with the mammoth task of neutralizing the bands of pro-UNSC insurgents who, six years after planetary independence, continued their fight against the rebel government. Although militias had managed to get a handle on their operations against settlements, the groups continued to operate in the areas between rebel-held settlements, attacking homesteads and assassinating officials as they made their way through these unpatrolled regions. Although these areas were vast, Glabetov's focus on farming meant that vast forests where insurgents could hide were few and far between. Instead, they chose to create undergrounds tunnel systems that would be nigh-undetectable from ground patrols, and operated from them. Tasked with rooting out these groups, the Security Service immediately discounted roving foot or vehicle patrols, as these tunnel systems were hard to detect unless one was right on top of them.

In 2541, along with the creation of the GSS, the GPR had also created the Glabetovan Air Service. Creating several fake tunnel system entrances and asking Air Service pilots and observers to spot them, the Security Service quickly came to the conclusion that while the system entrances were hard to detect from foot patrols, from the air they stuck out against the undisturbed landscape around them. In response, they quickly requested cooperation from the Air Service to have their helicopters and aircraft available for searching to search for insurgent bases, transport troops to flush them out, and hunt down any stragglers that managed to escape. Although the Air Service was initially hesitant owing to the inexperience of its pilots, they eventually relented, reasoning that these operations would be a low-risk way to permit their pilots to obtain experience in a combat zone.

Post GPR[]

After the failure of the 2555 Glabetovan Uprising, the GSS, for the most part, went underground. Its lists of personnel, many of which had been captured by the UNSC before it could be destroyed by Glabetovan authorities, formed the basis for the list of most-wanted war criminals in the aftermath of the GPR. As a result, a great majority of those in the GSS who remained alive continued their operations of terror in collaboration with what guerrilla groups remained. Conducting operations against collaborators and government officials, personnel continued to perpetrate the terror that the mere sight of their caps had elicited in the years of the GPR. Despite remaining in plainclothes under most circumstances, during an operation, they would don their caps just before initiating it in order to make it clear to all who saw that the GSS was still active and that they could be next.

Employing the same carrot and stick approach as they had during their years of operation prior to 2555, the Security Service offered generous rewards for those who gave them actionable and truthful intelligence, and threatened those who had such intelligence but did not share it with being deemed a collaborator and rounded up themselves.

Unlike the times of the GPR, these bounties were exclusively monetary, meaning that they had to up the amount of funds for bounties. These bounties would range from a few hundred Credits for outing a local collaborator or enforcer for UNSC, to over a million for an Office of Naval Intelligence agent involved with war crimes who was captured alive. With funds tight in the post-uprising reality, the actions of guerrilla groups began to revolve around these operations, robbing banks in order to supply the necessary funds to fulfill the bounties. Although many rebels were initially unhappy with this state of affairs, once they began receiving cuts of the money from successful raids and the GSS's activities began to bear fruit, this quickly faded.

Although the UNSC and ONI attempted to infiltrate the GSS many times, each attempt ended in failure, with the agent usually captured and found dead with evidence of torture weeks later. As most field personnel were relatively young and that security operations rarely involved any serious level of danger, recruitment was extremely limited, and when it was done, it was done in-house through those guerrilla units closely affiliated with the group. Even among leaders of these units, contact was limited, only carried out at the behest of the Service. Whenever one came into these guerrilla groups and showed interest in the GSS, they would often be interrogated at length and investigated, quickly rooting out ONI agents and even sometimes helping the Glabetovan rebels by finding those who were fanatically loyal enough to the cause to carry out the operations the Security Service often performed.

These operations culminated in what former personnel later termed the magnum opus of the Security Service in January of 2558. Receiving intelligence from local informants and even from Codename: HIGH CASTLE for the first time since the fall of the Victorian Independent State in 2553, they were informed that an ONI flag officer was due to visit the planet in order to evaluate security after the disastrous New Year's bombings on Gilgamesh and the string of assaults on ONI and UNSC facilities by the Forgotten Soldiers. Along with this information, an itinerary was included. According to HIGH CASTLE, they had intelligence that this particular ONI officer had overseen some form of kidnapping operation during the mid-2510s, although they were unsure of the exact nature of the operation. In return for handing over a high-ranking officer, HIGH CASTLE asked that the Security Service take his biometric data and relay it to them, as well as, if possible, obtain a public confession without visible evidence of torture.

Unbeknownst to HIGH CASTLE and the Security Service, the admiral had been one of the overseeing officers of the abductions of the children for the SPARTAN-II Program, and his biometrics would eventually allow HIGH CASTLE information access to the information that would then lead to the Outer Colonies Crisis

Reckoning that less was more when it came to an operation as sensitive as this, Stephen Popov, commander of the Security Service, contacted a still-active unit of Cossack militia, and explained to them the situation. The commander of the militia, an old friend of Popov, agreed to the proposal, and they set about spending the next month planning as HIGH CASTLE continued to feed them intelligence. With all available resources dedicated to the upcoming operation, dubbed ALCATRAZ, the GSS ceased most other operations, which had the unintended side effect of lulling the UNSC into a false sense of security as less reports of blue-hatted Insurrectionists came in.

Finally, the day of the operation came. The militia and the GSS had chosen to attack while the flag officer was inspecting a forward operating base. The visit was to last a mere hour, and the timetable was strict, striking at 1300 hours, the moment when the officer was to be leaving the base. The Cossack militia launched a lightning quick attack, utilizing mortars to bombard the base as Spade technicals swarmed around the base, disorienting the personnel as they used the opportunity to fire RPGs at targets deemed high-risk for the target to escape, particularly aircraft and fortified positions that might pin down the security personnel. As this attack was going on, several M831 transport Warthogs carrying Security Service troops and Spade technicals quickly cut off the flag officer's convoy, with Cossack militiamen gunning down ONI security personnel as they attempted to fight back while several GSS personnel grabbed the HVT and loaded him into an empty M831 specifically for transport. The action was complete in under ten minutes before the militia and GSS fled.

As the UNSC and ONI began to frantically search for the kidnapped officer, he was quickly transported to one of the 'cellars' created specifically to be undetectable. From then, for the next several days, the Security Service personnel took every precaution to avoid hurting the officer, who would refuse to give his name, rank, or serial number. In the meantime, they took every piece of biometric data possible, including his DNA, fingerprints, retinal scans, heart rate, blood type, urine samples, blood samples, stool samples, and transmitted the data they found to HIGH CASTLE.

After they deemed that the received material was satisfactory, the Security Service went into the interrogation phase, but, after the first week, unable to get information out of the flag officer by conventional means such as sleep deprivation, starvation, and verbal harassment, they requested they be allowed to beat the information out of him. HIGH CASTLE, although averse to such a method, stated that the biometrics would be more than enough and they were permitted to beat the information out of him, so long as he would live to make a confession.
