Fluellen, was an UNSC "smart" Artificial Intelligence created in 2543. Fluellen's creation was dual purpose. First, as a part of the Office of Navel Intelligence's continuing research into expanding the scope and dimension of AI technology, Fluellen's matrices were based off of brain scans from five separate individuals. Second, with his complex nature in mind, ONI designed Fluellen specifically with the SPARTAN-III program as a likely benefactor.

Early in his AI career, Fluellen would spearhead the creation of the initial roster for Rear Admiral Darren Cohen's Diamond Initiative. In the aftermath of Operation: RAUCOUS SOLITUDE Fluellen would become Cohen's personal assistant. Fluellen would also prove to be an invaluable asset during the Battle for Mendel IV, where he would ultimately be the most sophisticated AI deployed during the planet's siege.
