The Department of Colonial Security (DCS) was a private intelligence organization and subdivision of the Colonial Administration Authority tasked with the monitoring of civilian activities in UEG space, both within the Inner and Outer Colonies. Assimilated into the Office of Naval Intelligence by then-Captain Margaret Parangosky in March of 2510, the DCS served throughout the Human-Covenant War as a civilian intelligence group ultimately loyal to the Office of Naval Intelligence. Following the end of the war and a subsequent surge in insurgent activity among humanity's outer colonies, the Department of Colonial Security was restored as a semi-autonomous entity with the sole purpose of maintaining UEG control over the Outer Colonies while the Office of Naval Intelligence was engaged in issues considered to be of higher priority; most notably those pertaining to Forerunner artifacts and Covenant remnant groups. The DCS and ONI were known to have remained closely associated in the post-war era; a select number of joint operations against major insurrectionist strongholds took place; furthermore, the DCS was known to somewhat regularly test experimental weaponry developed by ONI in the post-war period.

In the late spring of 2558, as Outer Colony stability declined, the Department of Colonial Security imposed an emergency police state in an attempt to smother the increasingly prevalent New Colonial Alliance. By mid July, the DCS had begun to covertly cut off food supplies to non-UNSC colonies, sabotage water supplies and deploy pathogens to weaken civilian populations and deny resources to the New Colonial Alliance. This led to a catastrophic death toll among frontier colonies, with estimates ranging from 12 to 15 million by late November. Beginning in late August, the Department of Colonial Security's facilities, resources, and personnel began to face considerable stress as mechanized Promethean units spread throughout colonized space, indiscriminately targeting any organic life in their path. At least one of the DCS' major facilities was purged of life by the Ur-Didact and the Warden Eternal using a Composer; later, two-thirds of the DCS' private fleet was destroyed during the Battle of Venezia. On November 19, the rogue Spartan-II Blue Team broadcast a message across human-occupied space, revealing the activities of both ONI and the DCS to every intact colony. The activities of both organizations were suspended pending investigation by the Unified Earth Government; in response, ONI attempted to stage a coup of the UEG. Roughly a third of the UNSC Home Fleet and what remained of the DCS attempted to aid ONI; however, they were ultimately defeated by the remainder of the UNSC fleet. Following the devastation of Earth at the hands of the Warden Eternal's Promethean fleet two weeks later, and the subsequent collapse of the UEG into complete chaos, official investigation into the activities of ONI ceased, allowing them to regroup with the last remnants of the DCS.
