The Covenant Invasion Emergency Broadcast System (CIEBS) was established to provide an early warning notification of an impending Covenant invasion planet-wide. The given message may vary depending on the circumstances but will generally provide in-depth instructions in where you should proceed during an evacuation, the resources you may require, and any other instructions which may preserve life. The system was adopted by the Colonial Superluminal Communications Commission (CSCC) on March 28th, 2530, and was proven to be efficacious during the entirety of the human covenant war responsible for saving billions of lives. The system may be used to allow the president or any government officials to address the affected planet via all stations as seen during the battle for earth in 2552.
