Given the enmity that has traditionally existed between the Jiralhanae and Sangheili, one would imagine that the choice between living on the borders of Sangheili territory and joining the Blood Covenant would be an easy one for any Jiralhanae left stranded during the Great Schism. The Brotherhood of Ruskt, however, defies this expectatation and during the War of Vengeance, remained largely neutral in the conflict. In fact, the Brotherhood was the only Covenant Remnant faction that managed to agree to a non-aggressive state against the Sangheili Armed Forces, though in exchange they were forced to establish an intricate intelligence network operating against the interests of the Blood Covenant - while some believed this a betrayal of brothers, others regarded the Blood Covenant as not worth protecting - the same spy network would later be used against the Sangheili in order to assassinate Admiral Lord Terrence Hood, straining UNSC-Sangheili relations for a time.
