Rear Admiral and ONI National Official Alex Morales Santos was the representative for the America-Philippines ONI National Division. His rank on the UNSC is a Rear Admiral and the current leader of the Nationals. He also has a temporary SPARTAN III Bodyguard who is temporarily assigned by ONI to protect high priority officials. Until in August 19,2552, when he was escorted by B402 and other officials. He got in to the ONI Logo Pelican, unfortunately, he was killed along with the others when the pelican was destroyed by a Banshee. ONI Officials called Santos a Republican Patriot.

Fall of Kobol

Santos was present on Kobol for the summit meeting. And he was guarded by a team of ONI Operatives until they were killed. Luckily, he was saved by two SPARTAN-III Commandos and was evacuated via by Pelican and into the surviving vessels of Battlegroup Helia. He gave his words for the Admiral who died just to keep the remaining inner colonies hidden from the Covenant.

In August 19,2552 , ONI National Officials were pulled right outside by SPARTAN-B402 and by the 37th Marine Platoon to evacuate high ranking individuals out of Reach. An ONI Pelican arrived on the pad and transports the officials out of the area. Before they were able to take off, Santos gave his short promise to B402's actions of protecting him and his friends. But this was cut when a Banshee stormed in and fired a fuel rod alt directly to the pelican. Killing anyone onboard, including him.
